Does your condominium want to carry out works to reduce the energy expenses of its occupants? Energy renovation works are eligible for many state aids. Among them are the CEE (Energy Saving Certificates).

How can you benefit from them? What amounts can you receive thanks to the CEE? Here is everything you need to know about condominium works with CEE.

 

What is a CEE?

 

The premium granted through a CEE is based on the Energy Saving Certificates. Unlike other aids like MaPrimeRenov' or the zero-interest loan, this premium is not granted directly by the state. These premiums are awarded by energy suppliers in compensation for carbon emissions related to their production.

 

The financial aid from the Energy Saving Certificates is available for individuals, businesses, and condominiums.

 

 

What are the conditions for accessing the CEE premium?

 

Does your condominium want to benefit from the CEE premium? It's simple! You must ensure that you meet these conditions:

 

  • The building concerned by the works must be more than two years old.
  • The company chosen to carry out the energy optimization works must be RGE (Recognized Guarantor of the Environment).
  • The works undertaken must be among the list of works eligible for CEE.

 

 

What works are eligible for CEE?

 

A wide variety of works are eligible for CEE. Your condominium can hope to benefit from this premium for the following projects:

 

  • General renovation of the condominium to improve its energy performance.
  • Replacement of the boiler or collective water heater.
  • Installation of a collective heat pump, a thermodynamic water heater, or a hygro-adjustable hybrid ventilation system.
  • Works of insulation of attics, roofing, or exterior walls.
  • Strengthening the thermal weaknesses of the condominium.
  • Insulation of water or heating pipes (pipe insulation).
  • Etc.

 

 

What are the steps to benefit from CEE?

 

The steps for the condominium's syndicate to take advantage of CEE premiums are quite simple. The syndicate manager can directly contact an energy supplier or seek help from a certified RGE professional.

 

All steps must be carried out before the start of the works. The main mandatory steps are:

 

  • Ensure that the works are eligible.
  • Choose an energy supplier's offer.
  • Validate the offer by signing a CEE agreement.
  • Choose an RGE company.
  • Sign the quotations.
  • Send the paid invoices to the obligated party at the end of the works.

 

The amount of the premium is paid to the condominium syndicate 1 to 6 months after the end of the works. It is then distributed among the co-owners.

 

 

How to calculate the amount of your CEE premium?

 

Some condominiums manage to obtain a CEE premium equivalent to 100% of the cost of the works. The key is to calculate well the amount of the premium you are entitled to. This amount depends on:

 

  • the nature of the works
  • the improvement in energy performance achieved
  • the geographical area of the condominium

 

The geographical areas where the CEE premiums are highest are the North and East of France (zone H1). The West and certain departments in the Southeast, especially in mountainous regions, receive average premiums (zone H2). The Mediterranean perimeter (zone H3) benefits from lower premiums. Belley, Ain, and South Bugey are located in zone H1, which is the coldest zone.

 

The overall calculation of the premium amount is difficult to perform. It depends on the energy performance achieved by the works, expressed in kWh cumac, the thermal resistance of the building, and the number of homes affected by the modification. To be sure of obtaining an accurate estimate, contact a qualified RGE professional or get help from a real estate expert.

 

The condominium facing the challenges of the energy transition

 

  • From 2023, concepts of energy performance will be integrated into the criteria for the decency of housing.
  • In 2025, all homes with an energy label G will no longer be able to be rented.
  • By 2028, works in thermal sieves will have become mandatory.

 

Given these increasingly stringent regulations, condominiums would do well to look into the various existing financial support schemes.
